Amends Hawaii Revised Statutes section 662-15 to add "trespass onto public property" as an exception to the State Tort Liability Act, thereby granting the State sovereign immunity from tort claims arising from unauthorized entry onto public lands.

Establishes that the State shall be immune from tort liability when persons enter public property without authorization, addressing concerns about the State's exposure to liability given limited resources to monitor approximately 2,095,661 acres of public property.

Does not affect rights, duties, or proceedings that were established before the Act's effective date.

Takes effect upon approval.
