Establishes a pilot program requiring the Department of Education, in collaboration with the Hawaii Emergency Management Agency, to retrofit DOE buildings to withstand Category 3 hurricane conditions in accordance with established building codes.

Mandates selection of one school from each of the four largest counties for the pilot program and requires structural assessments to determine which buildings can serve as disaster shelters using the "Report of Recommended Statewide Public Hurricane Shelter Criteria."

Directs the Hawaii Emergency Management Agency to identify potential sources of federal funding to assist with retrofitting selected buildings.

Authorizes the Director of Finance to issue general obligation bonds for an unspecified amount to fund retrofitting efforts in fiscal year 2018-2019, with appropriations not lapsing until June 30, 2020.

Takes effect on December 23, 2083.
