Amends Hawaii Revised Statutes Section 291C-43 to require drivers passing or overtaking bicyclists to maintain at least three feet of separation between their vehicle (including mirrors and protuberances) and the bicyclist.

Establishes that drivers must not return to the right side of the roadway until safely clear of the overtaken bicycle.

Cites data showing 28 cyclist deaths in Hawaii between 2006-2015, with 44% of bicyclist fatalities resulting from being struck from behind or sideswiped by motorists.

Notes that 39 states and the District of Columbia have adopted safe passing distance laws, with 28 jurisdictions requiring a three-foot minimum distance.

Takes effect July 1, 2018.
