Permits drivers to proceed cautiously through an intersection if a traffic-control signal displays a steady red light through two complete cycles of the traffic-control device, after ensuring it is safe and yielding to opposing traffic.

Addresses "dead red light" malfunctions where traffic sensors fail to detect vehicles (particularly small vehicles like motorcycles and scooters), causing signals to remain red and preventing proper signal cycling.

Amends Hawaii Revised Statutes Section 291C-31 to add an exception allowing drivers to proceed as provided in the new Section 291C-32(c).

Creates a procedurally fair method for handling defective traffic-control devices that fail to sense vehicle presence, improving safety and reducing traffic congestion at affected intersections.

Effective July 1, 2050.
