Allows landlords or their agents to charge applicants a screening fee when processing rental applications for residential property, which may cover costs of personal reference checks, tenant reports, and credit reports.

Caps the application screening fee at $25 maximum, with only one fee allowed per application regardless of household size.

Requires landlords to provide applicants with a receipt for the screening fee upon request and a copy of any reports obtained.

Mandates that landlords return any unused portion of the screening fee to the applicant.

Effective July 1, 2050 and repeals June 30, 2020.
