Establishes the Safe Keiki Grant program requiring the Department of Education superintendent to award funds to public schools that meet three criteria: practice emergency drills regularly, effectively communicate emergency plans to parents and guardians, and submit detailed lists of supplies needed for 48-hour school shelter operations.

Requires qualifying schools to maintain supplies including water and nonperishable foods necessary for students to shelter in place at schools for 48 hours during emergencies, including nuclear threats.

Appropriates an unspecified amount from general state revenues for fiscal year 2018-2019 to public schools for purchasing water, nonperishable foods, and other emergency shelter supplies.

Effective date of July 1, 2050.
