Reconvenes the Hui Imi advisory council, which was previously inactive, and places it administratively within the office of Hawaiian affairs.

Requires the council to consist of representatives from ten state agencies and legislative committees (Office of Hawaiian Affairs, Department of Education, Department of Hawaiian Home Lands, Department of Health, Department of Human Services, Department of Business Economic Development and Tourism, Department of Land and Natural Resources, University of Hawaii, and both House and Senate Hawaiian affairs committees).

Directs the council to conduct a study on the state of Hawaiian small business in Hawaii, focusing on business incubators, one-stop permitting centers, small business incentive programs, entrepreneurship education, government policies affecting Hawaiian businesses, and grant usage.

Requires the council to submit an annual report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before each regular session begins.

Mandates the office of Hawaiian affairs provide administrative support and specifies that members serve without compensation, with only incidental expenses reimbursed by the office.
