Requires the Department of Commerce and Consumer Affairs to adopt appliance efficiency standards modeled after California's standards as of July 1, 2018.

Standards apply to faucets, showerheads, computers and monitors, high color rendering index fluorescent lamps, commercial fryers, and other appliances the department deems appropriate.

Department must adopt implementing rules by January 1, 2020, and use test methods specified in California regulations unless preempted by federal law.

Projected to save Hawaii households approximately $215 annually and $1,000,000,000 in electricity costs over twenty years while reducing greenhouse gas emissions and improving water conservation.

Standards do not apply to any appliances or devices preempted by federal law; remaining state standards remain enforceable if individual standards are preempted.
