Establishes a Homeland Security and Resiliency Council within the Office of Homeland Security to develop strategies for enhancing electric grid and critical infrastructure security in Hawaii.

Council membership includes state directors of homeland security, planning, transportation, and the Public Utilities Commission; Hawaii Emergency Management Agency administrator; county emergency management and water supply heads; and representatives from electric utilities, telecommunications companies, fuel importers, and interisland water carriers.

Council must establish goals and recommendations to enhance security and resiliency of electric grid and critical infrastructure sectors, assess existing resources, identify revenue sources, and submit reports to the governor, legislature, and county officials every two years beginning in 2019.

Adds three new statutory definitions: "critical infrastructure sector," "electric grid," and "resiliency" to Hawaii Revised Statutes Chapter 128A.

Appropriates unspecified funds from general revenues for fiscal year 2018-2019 to support council operations, with effective date of January 1, 2100.
