Establishes the "Making Computer Science Count in Higher Education Program" administered by the University of Hawaii to encourage high school computer science education.

Allows Advanced Placement or International Baccalaureate computer science courses to count as either one mathematics course or one science course to satisfy University of Hawaii freshman admission requirements beginning with the graduating class of 2022.

Requires eligible advanced computer science courses to be sponsored or approved by the College Board or International Baccalaureate organization, meet board of education curriculum standards, and qualify for college credit under existing university policies.

Recognizes that computing occupations comprise up to two-thirds of all projected new jobs in STEM fields and that computer science education is critical for Hawaii's global economic competitiveness.
