Requires the Department of Land and Natural Resources to establish a park maintenance campsite program providing homeless individuals and families with legal campsites at state parks in exchange for maintaining park grounds.

Program participants must be adults over 18 years old and cannot be required to work more than 25 hours per week.

Campsites must be suitable for tents or temporary dwellings and include access to public bathrooms, showers, and a location for cooking fires.

Compliance with program rules entitles participants to continued occupation rights of their assigned campsite.

Department shall adopt administrative rules under Chapter 91 of Hawaii Revised Statutes to implement the program.
