Establishes the State Highway Enforcement Program within the Department of Transportation to enforce illegal parking violations on state highways and provide parking management improvements.

Creates a state highway enforcement program surcharge (amount to be determined) imposed by district courts on persons convicted of stopping, standing, or parking violations on state highways, in addition to other applicable penalties and fines.

Establishes the state highway enforcement program fund to receive deposited surcharges, with allocation percentages (unspecified in bill) distributed to the Department of Transportation for administrative costs and parking improvements, and to counties for illegal parking enforcement.

Requires the Director of Transportation to submit annual reports to the legislature on program status, surcharge collections and expenditures, and county expenditures from fund allocations.

Effective date is July 1, 2050.
