Department of Accounting and General Services (DAGS) and Department of Public Safety (DPS) shall plan and implement security improvements at the state capitol, including controlled access points with weapon detection equipment on rotunda and chamber levels.

Install fencing or barriers to prevent unauthorized vehicles from entering capitol grounds and unauthorized access to the capitol rotunda.

Employ private personnel to staff controlled access points for screening weapons and contraband in coordination with state and county law enforcement.

Department of Land and Natural Resources State Historic Preservation Division shall evaluate and facilitate exemptions from historic preservation designations as necessary to accomplish security improvements.

DAGS shall remove all parking meters from state capitol parking facility by October 31, 2018, and reallocate stalls to state employees on a pro rata basis among the governor, lieutenant governor, senate, house of representatives, and legislative reference bureau.

Appropriates unspecified amounts from general revenues for fiscal year 2018-2019 to DAGS for security planning and implementation and to DPS for security screening equipment and private personnel contracts.

Act takes effect July 1, 2018, with annual progress reports due to legislature no later than 20 days before convening of 2019 and 2020 regular sessions.
