HB 2274 Summary

• Requires parking facilities built after 2016 with at least 100 spaces to provide electric vehicle supply equipment to at least one space per 100 spaces, effective immediately upon passage.

• Increases electric vehicle charging requirements to two spaces per 100 spaces beginning July 1, 2021, and three spaces per 100 spaces beginning July 1, 2024, for facilities built after 2016 with more than 100 spaces.

• Authorizes the Director of Transportation to assess fines of $1,000 per month for each space below required levels after a 90-day cure period following a violation warning.

• Allows the Director of Transportation to exempt parking facilities if documented electrician cost estimates show installation would exceed $200 per total parking space.

• Establishes a working group within the Department of Business, Economic Development, and Tourism to study mobile charging infrastructure and feasibility of adding charging stations at Aloha Stadium, with findings due before the 2019 legislative session.
