Adds new section to Chapter 206E requiring private streets, highways, or thoroughfares in the Kakaako community development district that are used by the general public for at least six months to comply with county construction and maintenance standards.

Makes owners or operators who charge fees for use of such private roads responsible for conforming to and maintaining the roads to meet standards established under Hawaii Revised Statutes sections 46-1.5(19)(A) and 265A-1.

Exempts private roads used solely by the owner or the owner's employees from these requirements.

Becomes effective upon approval and automatically repeals on June 30, 2023.
