• Appropriates general revenue funds for fiscal year 2018-2019 to purchase electronic ankle monitoring bracelets and metal detector hand wands for Hawaii State Hospital.

• Appropriates general revenue funds for fiscal year 2018-2019 to purchase and install perimeter lighting, signage, and closed circuit television cameras at Hawaii State Hospital.

• Authorizes the Director of Finance to issue general obligation bonds for capital improvement projects including replacement of a sally port gate, relocation of a guard shack, construction of a locked gate at Ala Koolau drive entrance, and design and construction of a security fence around the hospital campus.

• Requires the Department of Health to submit progress reports to the legislature prior to the 2019, 2020, and 2021 regular sessions detailing implementation of the security corrective action plan, elopement incidents, and any recommendations.
