Establishes that any proposed tuition fee increase at the University of Hawaii is subject to legislative disapproval through a two-thirds vote of either chamber or a majority vote of both houses during the next regular session.

Requires the University of Hawaii to submit a resolution to the legislature for review that includes detailed justification for any regular credit or summer session tuition fee increase.

Applies to tuition fee increases for the 2018-2019 academic year and all subsequent academic years, including summer sessions.

Cites legislative findings that resident undergraduate tuition at UH Manoa increased annually from 2011-2017 (ranging from 3.1% to 7.6% per year) and determines that tuition costs are a matter of statewide concern requiring affordable access to higher education.
