Requires University of Hawaii to report appropriation transfers to the legislature within thirty days of each transfer, in addition to existing quarterly and annual reporting requirements.

Applies to transfers of appropriated funds and positions among programs, among cost elements within programs, and between quarters.

Establishes new reporting requirement in Section 37-74(d)(4) of Hawaii Revised Statutes to increase transparency and legislative oversight of the university's financial flexibility.

Effective July 1, 2030.
