Amends the definition of "dependent-beneficiary" in Chapter 87A, Hawaii Revised Statutes to clarify eligibility of children for the Hawaii Employer-Union Health Benefits Trust Fund.

Changes "unmarried child" to "child" to allow married dependents to participate in health benefits, removing the requirement that children live with the employee-beneficiary.

Excludes children born or legally adopted more than ten months after an employee's death, an active employee's death if eligible to retire, or a retired employee's death to prevent posthumous dependents from accessing benefits.

Brings the definition into conformance with the federal Patient Protection and Affordable Care Act of 2010 by removing restrictions on unmarried and non-resident dependents.

Takes effect on January 1, 2050, and does not affect rights that accrued before the effective date.
