Amends Section 489D-7 to clarify that security devices must protect against obligations relating to receipt, handling, transmission, and payment of "money or monetary value" in connection with "money transmissions."

Restructures Section 489D-34 to comprehensively enumerate the powers of the Commissioner of Financial Institutions, replacing general rulemaking authority with 13 specific powers including licensing, investigation, enforcement, and regulatory actions.

Authorizes the commissioner to revoke, suspend, or limit money transmitter licenses for violations of the chapter or commissioner rules and orders.

Authorizes the commissioner to report violations to the Consumer Financial Protection Bureau or other applicable federal agencies.

Takes effect upon approval.
