Amends Hawaii Revised Statutes Section 121-19 to allow the Department of Defense to retain revenues from facility rentals to cover operating costs including utilities, supplies, personnel, and facility wear-and-tear.

Changes statutory language from "all moneys received from the rentals" to "net proceeds" deposited into the state general fund, enabling the department to recover expenses before returning surplus funds.

Clarifies that the Department of Defense may continue lending facilities to civic groups, veterans organizations, nonprofits, and other eligible entities without incurring operating budget losses.

Requires that net proceeds from facility rentals be deposited into the general fund with amounts returned to the Office of Hawaiian Affairs in accordance with Act 178, Session Laws of Hawaii 2006.

Takes effect on March 19, 2100.
