Amends Section 356D-6.5, Hawaii Revised Statutes to expand smoking prohibitions in public housing projects, elder or elderly housing, and state low-income housing projects.

Changes terminology from "elder or elderly household" to "elder or elderly housing" for clarity.

Increases the smoking-free buffer zone from 20 feet to 25 feet from individual buildings, administrative office buildings, and any entrance, exit, window, or ventilation intake.

Allows the Hawaii Public Housing Authority to designate permissible smoking areas at least 25 feet away from residential or office buildings, provided secondhand smoke does not infiltrate dwelling units or offices.

Takes effect on July 1, 2050.
