Excludes lands set aside by the Governor to the Hawaii Public Housing Authority or lands held by the Hawaii Public Housing Authority in its corporate capacity from the definition of "public lands" under HRS Section 171-2.

Exempts lands held by the Department of Education, Hawaii State Public Library System, and Hawaii Health Systems Corporation from the definition of "public lands."

Applies the same exemptions to HRS Section 171-64.7, which governs lands owned or controlled by state departments and agencies.

Requires legislative approval for the sale or gift of lands held by the Hawaii Public Housing Authority, Department of Education, Hawaii State Public Library System, or Hawaii Health Systems Corporation.

Effective date: January 1, 2050.
