• Exempts administrative appeals hearing officers in the Department of Human Services from civil service requirements, effective July 1, 2018

• Amends Hawaii Revised Statutes Section 76-16(b) by adding administrative appeals hearing officers as a new category (28) of positions exempt from civil service

• Department of Human Services receives approximately 1,900 administrative appeal requests annually from applicants and recipients of public benefits, plus 30 requests per year from medical service providers

• Exemption allows the department to more easily hire and maintain experienced, trained hearing officers to conduct quasi-judicial administrative hearings and render timely decisions on benefit eligibility
