Allows licensed dental hygienists to operate under general supervision of any licensed dentist providing dental services in a public health setting, with the dentist available for consultation.

Prohibits dental hygienists from performing irreversible procedures or administering intra-oral block anesthesia under general supervision.

Expands the definition of "public health setting" to include public schools, community centers, public housing, and nonprofit health clinics or facilities, in addition to existing categories.

Permits dental hygienists under general supervision to perform dental education, screenings, teeth cleanings, x-rays, photographs, and fluoride applications on individuals without prior dental examination or treatment plan.

Requires dental hygienists to take feasible actions to refer individuals seen in public health settings to a dental home and establishes that supervising dentists are responsible for all delegated acts and procedures.
