Permits advanced practice registered nurses to certify employee disabilities for temporary disability insurance benefits, in addition to physicians and other licensed practitioners.

Increases the penalty for employers who fail to submit wage and employment information within seven days from $10 to $250 per delinquent request.

Allows appeals of temporary disability benefit decisions to be filed at any Department of Labor and Industrial Relations office throughout the state, rather than only in specific counties.

Permits the department to send hearing notices by electronic service, first-class mail, or online posting on the department's webpage when standard delivery methods are unsuccessful.

Allows parties to disability insurance hearings to appear in person, by telephone, or by other department-approved communication devices, and allows appeals to proceed based on available information if a party fails to appear.
