Amends Section 386-25 to establish a hierarchical process for vocational rehabilitation training when injured employees cannot return to their usual employment or modified work with the same or different employer.

Requires providers to select the first appropriate training option in this order: (A) on-the-job training, (B) short-term retraining programs (less than 52 weeks), or (C) long-term retraining programs (more than 52 weeks).

Adds self-employment as a final consideration only if training under the preceding options is not feasible.

Modifies Section 386-71.5 to clarify that all professional and clerical employees of the Department of Labor and Industrial Relations Rehabilitation Unit shall be appointed and administered by the DLIR Director.

Takes effect upon approval.
