Amends Hawaii Revised Statutes Section 200-2.5 to require the board of land and natural resources to make findings on sea level rise before leasing fast lands and submerged lands at state boating facilities

Board must find that the lessee has considered sea level rise risk and that sea level rise effects will be minimal during the lease term before approving any lease

Allows the legislature to authorize leases that do not meet the sea level rise criteria if the board demonstrates extraordinary circumstances necessitating the lease

Repeals Section 200-2.6, which contained specific lease requirements for the Ala Wai Boat Harbor

Becomes effective upon approval
