Amends Section 329-104 of Hawaii Revised Statutes to add a new category of entities authorized to receive investigative information from the Electronic Prescription Accountability System.

Authorizes disclosure of prescription monitoring data to authorized employees of the Department of Health's Alcohol and Drug Abuse Division and Emergency Medical Services and Injury Prevention System Branch.

Maintains existing disclosure restrictions requiring secure transmission of information and limiting access to law enforcement, healthcare providers, pharmacists, researchers, and other authorized entities.

Takes effect on July 1, 2018.
