Requires the University of Hawaii Board of Regents to develop and publicize procedures for maximizing utilization of existing facilities, including distance and online education options.

Mandates each UH campus publish annual website data on classroom and laboratory utilization, including hours of use, seat occupancy rates, and online course offerings.

Requires each UH campus to submit annual reports by June 30 to state leadership summarizing facility utilization data.

Prohibits the Board of Regents from approving construction of any new university building costing $10,000,000 or more unless a public hearing is held to review existing facility usage over the prior three years, projected maintenance costs, and funding sources.

Applies to all future building construction proposals and takes effect upon approval.
