Grants the Director of Transportation authority to establish motor carrier vehicle inspection fees and procedures through administrative rules rather than requiring legislative action each time fees need adjustment.

Allows the director to set the maximum inspection fee charged to vehicle owners and the maximum fees collected from inspection stations through administrative rules under Chapter 91, Hawaii Revised Statutes.

Establishes initial inspection fees at $1.50 per sticker issued by inspection stations and a maximum of $12 per inspection performed by stations, with authority to modify these amounts through administrative rules.

Replaces terminology from "decals" to "stickers" throughout motor carrier vehicle safety inspection statutes.

Takes effect on July 1, 2050, and does not affect rights, duties, or penalties incurred before the effective date.
