Amends Section 26-19, Hawaii Revised Statutes, to require the Department of Transportation to adopt and enforce Federal Transit Authority safety oversight regulations for rail fixed guideway public transportation systems in Hawaii.

Modifies Section 248-2.7 to allocate an annual amount from the mass transit special fund to the Department of Transportation for safety oversight purposes (specific dollar amount not filled in the bill text).

Establishes the funding period for transient accommodations tax and surcharge allocations to the mass transit special fund from January 1, 2018, through December 31, 2030.

Exempts the mass transit special fund from central service expenses deductions and departmental administrative expenses deductions.

Effective date of July 1, 2050.
