Amends Hawaii Revised Statutes Section 281-32 to allow county liquor commissions to reduce submission requirements for temporary liquor licenses issued to nonprofit organizations for one-day fundraising events, including waiving hearings, fees, notarization, floor plans, and other requirements.

Permits nonprofit organizations holding temporary licenses for fundraising events to auction liquor in sealed or covered glass, ceramic, or metal containers or services providing liquor at live or silent auctions.

Eliminates the requirement for criminal history record checks under Section 281-53.5 for nonprofit organization fundraising events, though the commission may still require a background check on the nonprofit organization's executive director.

Defines "nonprofit organization" as charitable organizations recognized under state or federal law and exempt from federal taxes under Internal Revenue Code Section 501(c)(3).

Authorizes the liquor commission to adopt rules to implement the new provisions for nonprofit fundraising event temporary licenses.
