• Establishes restrictions on partisan political activities for "covered employees" of 16 specified state agencies and offices including the Department of Attorney General, Public Utilities Commission, Office of Elections, and others (excludes clerical and secretarial staff).

• Prohibits covered employees from using official authority to influence election results, soliciting or accepting political contributions (with limited exceptions for labor organization multicandidate committees), and soliciting support for partisan candidates from persons with pending applications or ongoing audits before their agency.

• Prohibits covered employees from taking active part in political management or campaigns, but permits them to make campaign donations, attend fundraisers, join partisan groups, vote freely, and express political opinions.

• Requires state departments, agencies, and courts to post the requirements of this law in conspicuous physical locations and on official websites, with content prescribed by the ethics commission.

• Imposes administrative fines up to $1,000 per violation and takes effect January 1, 2050.
