Amends Section 107-27 of Hawaii Revised Statutes regarding design of state buildings to require inclusion of a shelter room or area capable of protecting individuals from Category 3 hurricanes in all state building construction on or after July 1, 2018

Maintains existing exemptions for state buildings from county codes that have not adopted Hawaii state building codes, county code amendments inconsistent with state building code objectives, and conflicting county code amendments

Preserves exemptions for county ordinances allowing indigenous Hawaiian architecture adopted in accordance with Section 46-1.55

Effective date of July 1, 2050 (32-year delayed implementation from the construction requirement date)
