Requires the Department of Hawaiian Home Lands to conduct a study on Hawaiian Home Lands lessees who sell or transfer their leases for a fee or personal gain and then apply for a subsequent lease.

Mandates the Department submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the regular session of 2020.

Addresses legislative concern that eligible native Hawaiians entering the Hawaiian Homes Commission Act program should have a reasonable expectation of eventually receiving a lease.

Takes effect on July 1, 2018.
