Requires the Department of Health to conduct a study on establishing a pilot program to financially support Hawaii residents pursuing a doctor of medicine degree at colleges of medicine in the Philippines, with participants committing to practice medicine in Hawaii after graduation

Study must examine eligibility criteria (legal residence and academic achievement), with preference for applicants from rural and underserved areas throughout Hawaii

Study shall evaluate the amount and purposes of state financial support (including tuition, room and board, and transportation), required length of practice commitment in Hawaii, and penalties for non-compliance

Study must analyze educational equivalency and accreditation standards of Philippine medical colleges compared to U.S. medical schools, visa requirements, and professional licensing requirements for foreign medical school graduates

Department of Health shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular 2019 session; appropriation amount left blank in bill text
