Prohibits the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) from withholding retroactive reimbursements for income-adjusted Medicare Part B premiums based on when a retiree submits their adjustment request.

Applies retroactively to any reimbursements payable after June 30, 2013, to retired employee-beneficiaries and their qualified spouses.

Requires the EUTF board to notify employee-beneficiaries and spouses when no reimbursement request for income-adjusted Medicare Part B premiums is received and provide instructions for submitting such requests.

Amends Hawaii Revised Statutes Section 87A-23 to add a new paragraph (6) establishing these protections for retirees' earned benefits.

Takes effect January 1, 2050.
