Amends Hawaii Revised Statutes Section 342H-17 to clarify that probable cause for arrests in illegal dumping cases may be based on witness statements, even from non-law enforcement individuals.

Permits use of photographs, video recordings, or other recordings as evidence for probable cause if authenticated by one or more witnesses.

Addresses the difficulty in investigating and citing illegal dumping violators by allowing evidence from witness accounts and recorded materials in addition to evidence under chapters 626 and 803.

Takes effect on July 1, 2050.
