• Establishes a net-zero energy goal for the Department of Education across all public school facilities by January 1, 2035, using 2015-2016 fiscal year energy consumption as the benchmark.

• Requires the Department of Education to create and maintain a priority list of schools needing classroom cooling and allocate at least 50% of classroom cooling appropriations for grants to schools on the priority list.

• Mandates the department expedite classroom cooling to acceptable temperatures for student learning while maximizing energy efficiency and cost savings over the project's lifetime.

• Requires annual reporting to the legislature on net-zero energy progress, classroom cooling implementation status, types of cooling measures used, cost analyses per classroom, and energy efficiency measures installed.

• Takes effect on July 1, 2050.
