Appropriates $1,000,000 for fiscal year 2017-2018 and $1,000,000 for fiscal year 2018-2019 to the Department of Health for lead poisoning prevention activities.

Directs appropriated funds to support comprehensive outreach by the Department of Health to community agencies, health care providers, and families regarding lead hazards and poisoning prevention.

Establishes legislative findings that lead poisoning causes permanent health damage including intellectual disabilities, learning problems, and neurological damage, with effects that appear irreversible.

Notes that only approximately one-third of Hawaii's children recommended for lead screening by the Centers for Disease Control and Prevention are being screened, leaving blood lead levels of unscreened children unknown and untreated.

Takes effect on July 1, 2017.
