Removes the statutory cap on the number of epidemiologist positions the Department of Health may establish, previously limited to ten permanent or temporary positions.

Allows the Director of Health greater operational flexibility to create epidemiologist positions as needed to investigate diseases and injuries threatening public health and safety.

Epidemiologist positions remain exempt from civil service requirements under Hawaii Revised Statutes chapter 76 and continue to be appointed directly by the Director.

Takes effect upon approval; responds to the 2017 legislature's appropriation of funds for an eleventh epidemiologist position that was blocked by the existing statutory limit.
