Creates a new notice requirement mandating facility directors notify at least one designated person (in priority order: spouse/reciprocal beneficiary, legal parents, adult children, legal guardian, closest adult relative, or adult friend) of a person's emergency admission, examination, hospitalization, transfer, release, or discharge as soon as practicable.

Requires petitions for involuntary hospitalization and assisted community treatment to include name, address, and telephone number of at least one person from the designated priority list.

Mandates courts adjourn or continue hearings on involuntary hospitalization and assisted community treatment petitions if designated persons are not timely notified, unless the court determines justice requires otherwise.

Grants designated family members and interested persons the right to be present in the courtroom during hearings and to receive copies of hearing transcripts or recordings, unless the court determines otherwise.

Requires notice of commitment orders, dismissals, discharges, orders to show cause, adjournments, continuances, and any transport or admission related to assisted community treatment to be provided to persons entitled to notice under the bill.
