Requires all new places of public accommodation constructed or substantially modified after June 30, 2018 to provide baby diaper-changing accommodations equally accessible to men and women.

Substantial modifications triggering the requirement include: reconstruction affecting more than 50% of gross floor area, improvements costing at least $50,000, or restroom renovations costing at least $10,000.

New establishments must provide at least one diaper-changing accommodation accessible to women and one accessible to men per floor with public restrooms, or a single unisex accommodation, with signage indicating locations.

Violations are classified as unlawful discriminatory practices; injured persons may sue in district court for injunctive relief, reasonable attorneys' fees, court costs, and $100 in damages.

Exemptions apply when no reasonable physical option exists for accommodations or when compliance costs exceed 10% of the total construction or modification cost.
