Increases the King Kamehameha Celebration Commission from 13 to 15 members appointed by the governor from specified Hawaiian organizations and islands.

Adds two new member organizations: Daughters of Hawaii and renames Waimanalo Homesteaders Association to Waimanalo Hawaiian Homes Association.

Establishes an executive director position appointed by majority vote of the commission to handle fiscal, administrative, and program matters; salary cannot exceed that of any department head.

Allows commission to recommend members with expertise in Hawaiian culture, history, protocols, legal issues, business, accounting, marketing, philanthropy, or public relations.

Commission becomes the coordinating agency for all commission-approved events commemorating King Kamehameha I and retains authority to grant permission for use of the King Kamehameha statue.
