Requires public accommodations operating motion picture theaters in more than two locations statewide to provide open movie captioning during at least two showings per week for each movie produced with open captioning.

Mandates that at least one of the two weekly open captioning showings must have a scheduled start time no earlier than 4:30 p.m. to accommodate working and school-attending members of the deaf and hard-of-hearing community.

Eliminates the alternative option allowing movie theaters to provide personal closed captioning via lightweight eyewear devices instead of open movie captioning.

Makes permanent the open movie captioning requirement that was set to expire on January 1, 2020, removing the sunset provision from prior law.

Takes effect on July 1, 2018.
