Establishes the In Vitro Fertilization Insurance Coverage Study Group, jointly appointed by the Speaker of the House and President of the Senate, exempt from Hawaii's open meetings law.

Study group includes representatives from the Attorney General's office, Department of Human Services, Department of Health, Kaiser Permanente, and Hawaii Medical Service Association, with members of the House Health and Human Services Committee and Senate Commerce, Consumer Protection, and Health Committee serving as co-chairs.

Directs the study group to review and analyze current Hawaii health insurance policies and statutes regarding in vitro fertilization coverage, and investigate access disparities based on marital status, sexual orientation, and gender identity.

Requires the study group to make recommendations on strategies to achieve equitable insurance coverage access for all state residents seeking in vitro fertilization treatment, including proposed legislation.

Study group must submit findings and recommendations to the legislature no later than twenty days before the 2019 regular legislative session convenes.
