• Specifies that the Department of Human Services cannot release the names or identifying information of complainants to the public, but does not prohibit sharing information with child protective services and law enforcement during investigations.

• Authorizes the Department of Human Services to enforce child care licensing provisions through both administrative and judicial proceedings, and increases penalties to up to $1,000 per day of violation (up to $3,000 per day for violations of specific sections).
