• Requires prescribers (doctors, dentists, surgeons, podiatrists) to consult Hawaii's state electronic prescription accountability system before prescribing Schedule II, III, or IV controlled substances.

• Prescribers must request and consider patient records from the system to reduce risk of abuse, addiction, harmful drug interactions, or as otherwise medically necessary.

• Administrator of the electronic prescription accountability system must promptly disclose only the requested data to the prescriber, with this disclosure permitted despite confidentiality restrictions in section 329-104.
