Amends Act 119, Session Laws of Hawaii 2015 (General Appropriations Act) to modify descriptions of two capital improvement projects for agricultural infrastructure on Oahu.

Modifies Live Stock Feed Mill project description to remove specific location reference to "Campbell Industrial Park" and broaden location to simply "Oahu," maintaining $4,000,000 total funding ($400,000 construction, $3,600,000 equipment).

Changes Waste Stream Recycling Facility project name from "Thermophilic Biodigester" to "Waste Stream Recycling Facility" and updates project description, maintaining $950,000 total funding ($1,000 plans, $1,000 design, $948,000 construction).

Adds legislative finding that both appropriations are in the public interest, health, safety, and general welfare of the State.

Specifies that appropriations shall not lapse at end of fiscal biennium, except unencumbered moneys as of June 30, 2019 shall lapse on that date.
